The Institutional Contactor Assurance Office (ICAO) resides in the Lab Directorate and oversees the Contractor Assurance System (CAS), which is a system that provides the DOE, University of California and Berkeley Lab with confidence that the Lab is achieving its scientific mission within the DOE requirements and its stewardship responsibilities. This involves supporting administration of the UC/DOE Prime Contract, managing and addressing risk and issues, assessing our institutional processes, ensuring quality assurance is built into our systems, sharing lessons learned and monitoring and analyzing performance metrics.
The Contractor Assurance System (CAS) and Quality Assurance (QA) Program and operating processes includes:
- Risk and issues management
- Institutional assessments
- Requirements management
- Tri-party PEMP reporting
- Performance monitoring and analysis
- Lessons learned and best practices (LLBP)
- Administration of the Corrective Action Tracking System (CATS) and the Lessons Learned and Best Practices Database.

ICAO provides expertise and support to the University of California National Laboratories (UCNL) and the DOE local site office with administering the UC-DOE Prime Contract (No. DE-AC02-05CH11231) for the management and operation of the Laboratory. In addition, ICAO is responsible for maintaining the University of California’s Contractor Assurance System Description for LBNL. ICAO also provides staff support to the UC Contract Assurance Council.
The ICAO manager serves as the Campus Ethics and Compliance Officer (CECO) and the Locally Designated Official (LDO) in regards to the Employee Concerns Program, UC/LBNL Whistleblower and Whistleblower Protection Policies, and UC Ethics, Compliance and Audit Program. The Quality Assurance Program Manager also serves as the Independent Point of Contact for evaluating 10CFR parts 830 and 835 Price-Anderson Amendments Act issues and deficiencies.
Staff
ICAO reports directly to the Laboratory Director, and has dotted line reporting to the Deputy Laboratory Director for Research, Deputy Laboratory Director for Operations and the Chief Operating Officer, and UC Vice President for National Laboratories. An organizational chart can be found here.
